local playback works well - URL will not play "server not responding"

exactly what the subject says.....I changed the port forwarding and got the router to work but I cannot get the web browser to come up with files " server not responding" I did get it to work for a bit but was so slow and cranky it was unusable......I have a fairly quick connection and don't have issues with other streaming sites???
